Whitetailed Eagle & Harrier At St Aidens ???

Took this picture last week the subjects were 1/2 a mile + away .
First photo of the day I wasn't ready the camera wasn't ready, I only pointed the camera at a commotion in the distance .
When I got home and looked at the shots I saw what I think is a Whitetailed eagle being attacked by a Marsh Harrier.
The shot is CR** but I would like to think It's what I think it is.
